Required column names:

• CHUNK (string): chunk number
• TILE (int32): tile number
• PLUGGABLE (int32): if 1, is pluggable with default settings; if 0, it is not and requires suggested changes to MAXINBLOCK, MININBLOCK
• SUPERBAD (int32): if 1, is pluggable with given settings; if 0, it is not pluggable AT ALL
• MININBLOCK (int32): minimum number of science targets to allow per block, for pluggability purposes
• MAXINBLOCK (int32): maximum number of science targets to allow per block, for pluggability purposes
